ႏိုင္ငံလံုးဆုိင္ရာ ညီလာခံႏွင့္ အစည္းအေ၀းမ်ား
၁။ ႏိုင္ငံလံုးဆိုင္ရာညီလာခံကို
(က) ႏိုင္ငံလံုးဆိုင္ရာညီလာခံကို(၂)ႏွစ္လွ်င္ တစ္ႀကိမ္က်င္းပရမည္။အေျခအေနမေပးပါအနည္းဆံုးလႊတ္ေတာ္အသစ္မေရြးခင္ ညီလာခံက်င္းပရမည္။
(ခ) ႏိုင္ငံလံုးဆိုင္ရာညီလာခံကို ဗဟိုအလုပ္အမႈေဆာင္ေကာ္မတီ၀င္မ်ားဗဟိုေကာ္မတီ၀င္မ်ား ၊ျပည္နယ္/တိုင္းေဒသႀကီး ကိုယ္စားလွယ္အနည္းဆံုးတစ္ဦးစီ ၊ခ႐ိုင္ကိုယ္စားလွယ္အနည္းဆံုးတစ္ဦး၊ၿမိဳ႕နယ္ကိုယ္စားလွယ္အနည္းဆံုးတစ္ဦး၊ လႊတ္ေတာ္ကိုယ္စားလွယ္မ်ား၊ ဗဟိုနာယကအဖြဲ႕၀င္မ်ား ပါ၀င္လ်က္က်င္းပရမည္။
(ဂ) ညီလာခံကို ဗဟိုအလုပ္အမႈေဆာင္ေကာ္မတီက ေခၚယူက်င္းပရမည္။
(ဃ) ညီလာခံကို ပါတီဌာနခ်ဳပ္တည္ရွိရာ ရန္ကုန္းတိုင္းေဒသႀကီးတြင္ က်င္းပရမည္။အခက္အခဲ ရွိလွ်င္ဗဟိုအလုက္အမႈေဆာင္ေကာ္မတီ၏ဆံုးျဖတ္ခ်က္ျဖင့္ေနရာကိုေျပာင္းေရြ႕သတ္မွတ္ ႏိုင္သည္။
(င) ညီလာခံအတြက္အနည္းဆံုး တစ္လႀကိဳတင္၍ ဖိတ္ၾကားရမည္။
(စ) ညီလာခံတြင္ပါတီ၏ အေျခအေနအရပ္ရပ္ႏွင့္ ညီလာခံကိုယ္စားလွယ္မ်ားက သိလိုေသာအခ်က္မ်ားအေကာင္အထည္ ေဖာ္ႏိုင္ရန္ ဗဟိုအလုပ္အမႈေဆာင္ ေကာ္မတီကခ်မွတ္စီစဥ္ရမည္။
(ဆ) ညီလာခံတြင္ႏွစ္ပတ္လည္ဘ႑ာေရးရွင္းတမ္းကို တင္ျပၿပီးအတည္ျပဳခ်က္ရယူရမည္။
(ဇ) ညီလာခံကိုယ္စားလွယ္မ်ားေဆြးေႏြးတင္ျပခ်က္မ်ားကို မွတ္တမ္းတင္ၿပီး လိုအပ္ခ်က္မ်ားအေကာင္းအထည္ေဖာ္ႏိုင္ရန္ ဗဟိုအလုပ္အမႈေဆာင္ေကာ္မတီကခ်မွတ္စီစဥ္ရမည္။
(စ်) ႏိုင္ငံလံုးဆိုင္ရာ ညီလာခံတြင္ရွိၿပီးသား ဗဟိုအလုပ္အမႈေဆာင္ေကာ္မတီ၀င္မ်ားႏႈတ္ထြက္ၿပီး ဗဟိုအလုပ္အမႈေဆာင္ ေကာ္မတီအဖြဲ႕သစ္ကို တစ္ဆက္တည္းျပန္လည္ ေရြးခ်ယ္ တင္ေျမာက္ ရမည္။ထိုသို႕ေရြးခ်ယ္ရာတြင္ႏႈတ္ထြက္ၿပီးဗဟိုအလုပ္အမႈေဆာင္ေကာ္မတီ ၀င္မ်ားျပန္လည္ေရြးခ်ယ္ခံႏိုင္ခြင့္ရွိရမည္။
(ည) အေရးေပၚညီလာခံကို က်င္းပလိုပါက CEC တစ္၀က္ေက်ာ္ျဖင့္ဆံုးျဖတ္ခ်က္ျဖင့္ပါတီဥကၠဌမွ ဦးေဆာင္၍ေခၚယူက်င္းပေပးရမည္။
(တ) လႊတ္ေတာ္အဆင့္ဆင့္အတြက္ ရာထားေသာကိုယ္စားလွယ္မ်ားကို ပါတီညီလာခံက အမ်ားဆႏၵျဖင့္ အတည္ျပဳေပးရမည္။
၂။ အစည္းအေ၀းမ်ား
(က) အလုပ္အမွဳေဆာင္ေကာ္မတီ အစည္းအေ၀းကိုအနည္းဆံုးတစ္လတစ္ႀကိမ္ က်င္းပရမည္။ ပံုမွန္အားျဖင့္ အပတ္စဥ္ အမႈေဆာင္အစည္းအေ၀းျပဳလုပ္ရမည္။
(ခ) လိုအပ္ပါက အေရးေပၚအစည္းအေ၀းမ်ားကို ဥကၠဌ (သို႕) အေထြေထြအတြင္းေရးမွဴးကေခၚယူ က်င္းကႏိုင္သည္။
(ဂ) သံုးလပတ္အစည္းအေ၀းမ်ား၊ ေျခာက္လပတ္ အစည္းအေ၀းမ်ားကို အလုပ္အမႈေဆာင္ေကာ္မတီက က်င္းပေပးရမည္။
(ဃ) အစည္းအေ၀းမ်ားကို ပါတီ႐ံုးမ်ားတြင္က်င္းပရမည္။
(င) အစည္းအေ၀းတြင္ ဥကၠဌကသဘာပတိအျဖစ္ေဆာင္ရြက္ရၿပီး အခမ္းအနားမွဴးအျဖစ္အတြင္း ေရးမွဴးကေဆာင္ရြက္ရမည္။ (သို႕) အတြင္းေရးမွဴးတစ္ဦးဦးကေဆာင္ရြက္မည္။
(စ) အစည္းအေ၀းမွတ္တမ္းမ်ားကိုသက္ဆုိင္သူမ်ားလက္မွတ္ထုိးလ်က္ စနစ္တက်သိမ္းဆည္းထားရ မည္။
(ဆ) အစည္းအေ၀းမွတ္တမ္းမ်ားႏွင့္ ပါတီ၏အေရးႀကီးေသာ စာရြက္စာတမ္းမ်ားကိုပါတီ႐ံုးေၾကာ္ျငာသင္ပုန္းတြင္ကပ္ထားရမည္။
(ဇ) အမ်ားသူငွာသိသင့္သိထိုက္ေသာ အစည္းအေ၀းဆံုးျဖတ္ခ်က္မ်ား ပါတီ႐ံုးေႀကာ္ျငာသင္ပုန္းတြင္ ကပ္ထားရမည္။
(စ်) အစည္းအေ၀းတြင္ ေဆြးေႏြးၾကရာ၌ တင္ျပလာေသာလုိအပ္ခ်က္မ်ားကို အလုပ္အမႈေဆာင္ ေကာ္မတီၤက မူေဘာင္အတြင္းမွ အေကာင္းအထည္ေဖာ္ေပးရမည္။
(ည) ပံုမွန္အစည္းအေ၀းမ်ားကို အနည္းဆံုးသံုးရက္အေရးေပၚအစည္းအေ၀းကို အနည္းဆံုးတစ္ရက္၊ သံုးလပတ္ႏွင့္ ေျခာက္လပတ္အစည္းအေ၀းမ်ားကို အနည္းဆံုး တစ္ဆယ့္ငါးရက္ႀကိဳတင္ အၾကာင္းၾကား၍ ဖိတ္ၾကားရမည္။
(ဋ) အလုပ္အမႈေဆာင္ေကာ္မတီ၏ အစည္းအေ၀းအထေျမာက္ရန္ အလုပ္အမႈေဆာင္ေကာ္မတီ၀င္အနည္းဆံုး တစ္၀က္ေက်ာ္တက္ေရာက္ရမည္။
